What is e-lnvoicing in Belgium?

e-lnvoicing in Belgium is a national e-invoicing system based on the Peppol framework, enabling e-invoice exchange between sellers and buyers in the standardized Peppol BIS format. Currently, B2B Belgium e-invoicing follows a 4-corner model wherein the supplier transmits invoice data to buyers via an Access Point, without the government being involved in the data transmission. The government gets updated only during periodic VAT return filing.

However, as the country transitions towards mandatory near real-time VAT e-Reporting from Jan 1, 2028, both sellers and buyers will be required to submit e-invoice data to the Belgian tax authority, FPS Finance, turning the 4-corner into a 5-corner model. In contrast, B2G e-invoices in Belgium already route through the central Mercurius portal before reaching the public sector buyer.
